This scene is where Garou (the hero hunter) stumbles upon Darkshine (apart of the Hero Association). Garou’s main goal is the destroy all hero’s and monsters alike. Even though in his pursuit for power, he ends up risking is own humanity.

You it’s bad (but still amazing) when independent animators have to step up and do a better job than J.C. Staff (the team who messed up One Punch Man Season 2). But with every action, their is an opposite reaction. We are seeing this from fans of this hit anime series. And a whole lot more is to come. Cheers to the dedicated artist!
